They have the ventilation slots in the roof; the sealer around the drain
tube in the chamber dries up, the water drains through to the expanded
plastic foam and sits against the outer skin, rusting the poorly painted
surface.  No ventilation where there's foam.
If you think Type 3s have it bad, Type 4s have several times as much of the
stuff.
