The insulation is asbestos on a wire mesh. I repaired the heater box straps with some metal banding used for packs of bricks. It's about the right thickness, and lots long, but needs a bit of width trimming to finish off, and zinc-rich spray coating. Re-use the original end (plus new split pin if needed). Dave.
