On my -73 there's an extra "bumper" made of a heavy metal pipe, about 2 inch in diameter, which is curved into a U-shape. The ends of this pipe fits into these holes in the front, runs through the plastic sleeves and takes stop against the front beam. The part of the pipe that still is outside the car fits inside the back of the front bumper. Must be a extra reinforcement for collisions.
