This groaning is rather common, and, yes, it is from the pressure regulator. I'm not sure what causes it, but I think it is due to air bubbles blowing thorugh the PR. I find that it only happens when first starting up after a hot shutoff followed by a full cooling down. I think that air commonly gets into the system during that cooldown and this has to be driven ou� the PR will shut up. Try shorting between the two output terminals on the fuel pump relay under the dash. This will run the pump and without running anything else. A minute of this should clear all the air out and then perhaps the car will start.
