This groaning is rather common, and, yes, it is from the pressure regulator. I'm not sure what causes it, but I think it is due to air bubbles blowing thorugh the PR. I find that it only happens when first starting up after a hot shutoff followed by a full cooling down. I think that air commonly gets into the system during that cooldown and this has to be driven ou– the PR will shut up. Try shorting between the two output terminals on the fuel pump relay under the dash. This will run the pump and without running anything else. A minute of this should clear all the air out and then perhaps the car will start.
