Generator end clamping plate was my guess when you first mentioned the tool; I have a similar one which came with a '64 Squareback in its original cloth tool roll. It isn't likely to be a front wheel bearing wrench as that would have been the same as the early beetles too, so it would not be called a Type 3 tool. Yes, just checked the tool-kit in the car; "27 DIN 894" one side; "27 Hazet, Germany" on the other. Question answered. Dave.
