I had a similar problem with the horn on my 1971 Fastback. I noticed it when I was stuck behind someone who had not noticed that the lights had changed about five minutes ago. I fixed my horn by removing it f´´ícar, and opening it by removing the five(?) screws that hold it together. You then have a stainless steel diaphram which is sandwiched between the two halves of the horn body. The diaphram has a magnet attached which is moved by an electromagnet when the circuit is closed to make the noise. Water had got inside my horn over time and the stainless steel had rusted a little. So I sanded the stainless steel back with fine sandpaper (600+) until it was perfectly clean and smooth. I cleaned the rest of it and put it back together, and it now works perfectly.
