If we're talking about Type 3s up to and including '71, the standard horn button has a spring wire insert. Push (slide) button towards top of wheel and lift out bottom edge. It sounds as if this may be 72 on, with a horn 'pad', which has four plastic mouldings, one on each spoke, which are a press fit. They do just pull out with careful leverage, and usually go back again OK. It's been a while, but I think, unlike the horn button, they have a wire attached to the horn pad. (Might be confusing this with the w/c VWs). Dave.
