This comment below is exactly right. I've heard this since the late
'80s. Large polluters could buy up older, I believe it was pre '83
cars, crush them and turn in the ownership certs to CARB to receive
'credits' toward lowering their air pollution ratings.  The only 
difference it seems now is that CARB is now getting in on that action.
Not good.

If you can read between the lines I'd have to say, they are just 
trying to get older cars in general off of the streets and/or us into
newer cars. Newer cars are more expensive to license in this state
and more difficult for the 'shade tree' mechanic to work on therefore
creating more income for 'repair' shops thus generating more income
for the state. Those of us who can no longer afford their cars', well
there is the wonderfull public transit system - oh and don't forget
your kevlar vest.  ;^)

Now to make this a revelent thread, I think I've found a air cleaner
for my Fastback!  Thanks Eduardo.
