Keith, I will do my best to answer you questions... Choke operation. On the top of the electric choke holders are 3 notches, (the body has one)...VW identifies them as Winter and Summer marks in Type one manuals and they really work that way. In the winter, move the body alignment to the mark that, when the engine is cold, allows the choke to close the furthest. (You will see the choke operation if you remove the air-cleaners and look down on the carb's upper butterfly) In the summer, move the body to the mark, or farther, that does not allow the choke to close at all. After you do this, then re-adjust the carbs when the engine is warmed up. It sounds like your chokes don't open quickly enough...this means that the choke body is mis-aligned (past the winter line). This happens often because the 3 screws that tighten it down become just loose enough to allow the body to turn over time from vibration. I hope this helped!
