Leaving off the air control system is a wide spread, but bad idea. Unfortunately I think the only parts in common with the beetle are the thermostat and the bracket that holds it. It is well worth while to get this back in order. I know I found a VW salvage yard just to the East of Austin when I was there several years ago. Re-torquing is neither recommended nor necessary on our engines since there is no head gasket.
