What normally happens is that the shock seal wears out, then water gets in. When things are warm everything's fine, but below freezing the shock either locks up or gets rough, depending on the amount of water mixed in with the oil. The other possibility is that there is water in the part that is just supposed to contain air. This usually comes in with the compressed air in the summertime when the air is humid, but freezes and gets noticed in the winter.
