Although not having any thermostat and flaps won't make the heater air hotter, it should allow the fan to push more air through the heater boxes with a cold engine since the air would mostly be blocked from going over the cylinders and thus heat your interior quicker. My '66 square has all working thermostat and flaps, and my '66 beetle has no thermostat or flaps (P.0.) and since getting stationed in Ohio I really notice the difference.
