Am I missing > an important part (namely this plastic shield)? I don't think the plastic shield will fit the FI T3 dist. At any rate that is not your problem. I would look over the cap first, inside and out, for spark tracks. Then the nose of the coil for the same. Then try a different rotor in case yours has punctured through. Replace only with Bosch. Then get a VOM and check that the point's wire is not open and intermittent when it flexes as the vac advance rotates the breaker plate. I don't know if a broken ground braid will give this problem. I replace any that go bad, but you pretty much have to rebuild the dist to do that. If you think you have major dist problems, I can rebuild it completely for $50 plus parts. Parts costs can run from 0 to $50 depending on; what is bad. The usual is $0-25.
