They were pretty ineffectual because the heating element was outside 
(under) the sump plate.  I have had no problem starting as cold as 
-30F as long as the oil is right.

I doubt that this has anything to do with the fuel filler.  Make sure 
that the drain hose for the fresh air box is clear and check that 
there is a grommet in place around the radio antenna wire where it 
comes into the car.
