You have the right idea, but I believe that what was usually done was 
to set the timing to about 5 deg BTDC with the retard hose off, then 
install the retard hose.  If you cannot install the retard hose, or 
the retard side of the vacuum unit is broken (very common, and very 
expensive to replace) then just leave it alone and live with the 
extra pollution.

An alternative would be to find an appropriate distributor from 
another year that had only a vacuum advance.   This will have more 
mech advance to make up for the extra 5 BTDC that you will be missing 
when you properly time this new distributor to TDC.
