The first click is actually 2 simultaneous clicks: the FI main power relay coming on and the fuel pump relay coming on. The second click is the fuel pump relay going off, because the engine didn't start. If you don't hear the first click (and your car still has the FI) then your FI has no power and your car is not gonna start. If you don't hear the second click, then either you have a FI problem that is gonna keep you grounded or you have a 72 with a couple of swapped wires on the starter (which will bring you other problems, also.) Of course there is always the possibility that the clicks are there, but that you just don't notice them.
