Feel under the filler > neck inside the trunk when you fill up next time. There is a "secret" part at this connection. It looks like a very large wide black rubber band, and there must be one on each steel tube end before you slip the large hose over those ends. Without these, the hose will not seal. I don't know why VW did this; looks like bad design to me.
