The number above is the nominal length to use if your car's original factory setting has been lost. Don't change your pushrod length to this number unless you believe that there is something wrong with the existing length. > The free movement on the pedal should be > about 6mm at the pedal (1 mm at the push-rod), and the adjustment is > by means of the pedal stop plate on the floorpan. > > If the adjustment is made at the push-rod, there is a danger of the > total pedal movement not being enough to operate the second chamber > properly in the event of one circuit failing (so the factory manual > says!). The Bentley manual describes the same procedure, and adds > that pedal to bulkhead (cross) panel must measure at least 225 mm. That's 225 mm with the pedal "relaxed." I suspect that the factory had some kind of gauge that they used to set the pushrods so that the finished cars would meet both the 1mm and 225mm dimensions. It must have been necessary to make up for dimensional tolerances in the floor pans, etc. If anyone has ever seen an official discussion or picture of the original setting gauge, I'd be very interested in hearing about it.
