This assumes that the threads were properly cleaned and that the locktite had 24 hours to cure before it was asked to do its thing. I would check that he has the proper wavy washer under the bolthead, and that the face of the pulley and the mating face of the fan are not worn out-of-square. I have seen pulleys/fans that were worn here due to being run loose. If this is the case, a good automotive machine shop can face these parts off and restore the fit. If they are not square they will wobble and will never stay tight. The recommended torque is 92 lb-ft and I have never had any trouble with this, but I DO use Locktite.
