[T3] injector #4 not firing

The #4 injector on our '71 Squareback is not firing.  The engine runs,
although a bit roughly.  I have done these steps to determine the problem:

With the engine running I pulled the spark plug wires off the distributor,
one at a time, to find out which cylinder was not working.  When I pulled
the #4 wire off, it made no difference.

I pulled the plug wire off the spark plug and grounded it with a
screwdriver while the engine was running and I got a spark.

I pulled #4 plug and connected to the wire and started the engine.  There
was the expected exhaust sound from the hole, but the spark plug did fire
when grounded.

So, it looks like the sparking part is working okay.

The plug looked dry so I suspected the injector.  I have a stash of new
ones so I replaced the #4 injector hoping to wrap this up and get to bed.
No such luck, no difference.

I took out my volt meter and test light and determined there was
'lectricity getting to the injector.  I could not find my Muir book, so I
took my test light and it barely lit up.  I compared this to the #2
injector wire and they looked about the same.  So, it looks like the
injector wire is getting the right amount of power.

I suppose the next step would be to rig up a fuel line from the grid and
see if the injector really does fire when connected to the injector plug.  

Now, injectors #2 and #4 both fire at the same time right?  So the trigger
points would be okay if #2 is working, which it is...   Anything else here
I'm missing, while I watch Low Rider on the tv??

I'd like to get this solved tonight or tomorrow morning so please reply to
