Could be the needle valve (controls the flow of fuel into the carb)
is not sealing.  That's quite normal after a period out of use.
That would make it over-rich, though it shouldn't overflow outside
the carb.  That may be a leaking throttle butterfly, which needs
rebushing (engineer needed here!).  Open the throttle slightly by
hand, and feel for sideways wobble on the shaft (or look for where
the fuel is appearing).
