Hmmm, you may want to find out why your character set isn't supported and
correct it.  I was able to view it but I'm sure there are others who
couldn't.

$400 and a whole lotta work on your hands.  Judging by your questions I
would
recommend shying away from this vehicle because it sounds to me like too
much
*money* (fix this, repair that, replace these, $$$).  Doing your own body
work
is great and will reduce costs (duh) but for what rust you do see there will
be
another five places of rust you don't see.  By your questions and
descriptions
the car was not taken care of and, really, you would be doing the owners (?)
and
the poor car a favor by towing it home for free.

Now, if you DO want a vehicle to fix up then present the owner with $200
cash
(use $20 bills, it makes it look like a lot ;), but remember, you have some
work
ahead of you and that extra money you save will be going directly into the
car.

The car sounds like it has one tire in the scrap yard and one tire in a
puddle
of oil, if ya catch my drift.
