T3: my wipers short out

ive been working on my wiper problem and my wipers keep shorting out the 
number 11 fuse.  whenever the power wire is connected to the switch it 
blows.  there is a black wire and a white wire both connected to one 
connected and connected to one port on num 11 fuse.  this wire seems to 
come from the back of the car (though it might come from the dash fan 
switch, but i dont think so).  my wipers keep blowing a fuse and even did 
it when i hooked them up to the num 7.  does anyone have any 
suggestions?  im calling an electric mechanic and maybe ill find 
something out, we'll see.  this is the last thing i need to get working 
to have my car inspected.
