Nope, oddly, The illegality stems from the DOT rating, that's all! I guess the DOT requires a 5000psi test (I'm not sure of that number) and some manufacturers don't test their hoses per the DOT method and go to the hassle of getting a rating. But some do, and are accordingly LEGAL! I haven't seen any VW legal hoses, but I do have a set on my Volvo 122 that are 'legal'. Go figure. They are a bit more suceptable to abrasion, but then, are a lot less prone to cracking, and give a more solid pedal...
