This would indicate that someone has bypassed your neutral safety 
switch.  It is located on the "hump" just to the right of the shift 
lever.  Half of it is that white nylon block and the other half moves 
with the shift lever.  69-71 ATs should start only in N, 72-3s in P 
or N.

Chances are that when you get your cover plate (careful when you try 
to remove this, you are very likely to break something) and carpet 
out of the way, you will find that the two large red wires have been 
connected to each other instead of passing through the switch.  This 
is a potentially dangerous setup and the kind of fix one should use 
only in desperation.
