On 72s, with the computer diagnosis circuits, it is possible for the starter wires to be put on wrong leaving the CS system energized all the time. This sends an incorrect signal to the brain, but still doesn't fire the CSV except in cold weather or if there is a failure of the temp switch or if someone has left the temp switch wire off and allowed it to fall against a ground. All these things are possible, and can be difficult to find.
