So do you have a 12 V battery and a 12 V voltage regulator?  I wonder 
if someone who didn't understand what they were doing just swapped in 
a complete older engine with the old 12 volt stuff still on it.  Is 
the coil a 6V?  What is the engine number?

Where are you located?  I can probably sell you both a good used fan 
housing AND a good 12V generator for $100.  It's a bit of work, but 
it is possible to do this replacement in the car.  It MAY be 
necessary to remove the exhaust system, however, depending on what 
kind of exhaust you have.

The labor should not cost anywhere close to $600.  You haven't found 
the right people to work on your car, yet.
