Could be the idle cut-off valves on the carb - check they both have
a black wire connected to the coil ( + or 15 terminal).  With
ignition on, pull one off and re-connect; you should get a click as
the solenoid valve operates.

Could also be the slow running jets blocked.  Are the balance pipes
attached properly (the 1/2" rubber tube jointing pieces sometimes
get detached)?
