You can suck on such a hose to verify that there are no large air 
leaks into the PS.  If there are, you can carefully disassemble it 
and seal the leaks unless the leaks are due to a diaphram that is 
corroded away.  This never happens in the type 3, but does in the 914 
where the PS is mounted just under the battery.

I would almost be willing to bet that your voltage regulator is at 
the end of its life and your system voltage has fallen to ~13 volts.  
Measure it.  If it is less than 13.5 V at medium RPM then just 
replace the voltage regulator with a BOSCH and you may find that 
wonderful and unexpected things happen.
