This is correct. My 69's bumper was insulated from the body. I was
amased. An ohmeter confirmed that the break in the continuity was at
the junction between the bumper brackets and the body. Loosening
and retightening a couple of the bolts there gave me a fresh contact.
Quite amasing, really.
