The first click is both the main power relay under the back seat and
the fuel pump relay under the dash closing simultaneously. This is
really a "double" click, but your ear won't notice that.
The second click occurs ~1 sec later as the fuel pump relay opens
since you didn't start the engine.

No, but it IS the sound of the fuel being pumped through the pressure
regulator. This is a good sign that at least many things are working
correctly.

The CSV is just an electromagnet, hence polarity insensitive.
Do you hear a click and a continuing whoosh,
or a whoosh terminated by a click?
