B-007 = VW -055C ('70-1)

I have a hard time imagining what could cause such a symptom.  Even 
if you turn off the pump with the engine running at idle it is 
amasing how slowly the needle normally drops.

Probably just Murphy's Law.  If sealing the sensor and replacing the 
VR don't fix the whole problem, then you porbably have an injector 
that is stuck open.  I have never seen this, but I understand that it 
can happen if dirt gets in the injector and holds the valve open.  Is 
the rubber overflow hose on your fuel filler neck in good shape?  If 
gas can leak out there, then water and dirt WILL get thrown in.  
Usually the filter saves you, but it must be in good shape too.
