hold on check the length of the push rod you may need a longer one to
activate the pump. take the pump off the engine and actuate it my hand. if
it pumps fine then cool. i usually dry it out real good and put resistace
(my finger) over one of the openings while actuating it. if no pressure or
no vacuum than no good. or disconnect the outlet side of the pump into a can
and have some one turn over the starter(after disconnecting the coil). it
should spray the fuelinto the can. also check all fuel line to and from the
pump. air is easier to draw that fuel. so you may be suckin air( no pun
intended) .  with good hose and pump and rod you should get 3.5 psi of fuel
delivery enough to hit the dash if you aim right. if all this fails you go
to sears and purchase a fuel pressure gauge. not expensive and go from
there. good luck 
btw dont run if not enough fuel delivery. you will be leaning out your carbs
and making your poor t-3 run way to worm. c-ya Jonce
