In order to make a better diagnosis of your problem I'l need some 
more info.

What year is your car and how many miles has it done?

Has the front suspension been lowered or is it standard?

How good is the directional stability in wind?

What type and size are the wheels and tires?

What kind of shocks do you use and how old are they?

At what exact speed does this problem occur?

I suspect that it is a combination of slightly worn parts like lower 
balljoints. tie-rod ends and shocks. Eventhough there might not be 
any detectable play at the steering wheel the steering box might be 
slightly worn and in need of adjustment.
