On a 66 this should be the large square black plastic box. There
are three things that I can think of:
The box gets its ground from the mounting screw. Make sure it is
tight and that the metal grommet in the center of the PC board has
continuity to the ground lands on the board.
Check each component lead where it comes through the board and make
sure it is soldered well. I have seen some where a lead came through
a rather large hole and the lead, which had been soldered to only one
side of the hole, had now broken loose and was no longer making
reliable contact.
See if you can bend the stop on one of the relays down VERY SLIGHTLY
so the coil doesn't need to pull quite so hard to get it to pull in.
