I just use a long pair of tweezers to get at that part I can see from
above.
If the ventilation boxes are full of crud, or have rusted through,
you will have to remove them from below the dash to get everything
working. You'll have to remove the radio, perhaps the windshield
wiper motor, the vent control unit, and then the vents themselves.
A bit of a job.
