Sounds like a problem of a bad ground connection in the dash.

Keith is ABSOLUTELY right about the effect of the 12 V system and the
6 V wiper motor on the rheostat.

Sounds like you have a number of problems all related to the
electrical system. Do you own a voltmeter? You should start by
verifying that the charging system is regulating at the proper
voltage (14.1-14.4V.)
