It is possible that the high HC is from oil that is burning due to
the rings being new. It could also be dist advance problems. You
should make sure that your advance mechanism(s?) are all working.
It could also be that you're just running rich due to a carb problem,
but it is a little strange that your HC and CO are BOTH high.
Usually they go up and down counter to each other.
