The horn ground circuits varied over the years, but I recall that one of the wires broke on my 68, which would be exactly the same as your 69. I think your problem sounds like just a loss of contact due to corrosion in one ot the joints. You just need to find the joint that doesn't have good contact and probably loosen and retighten it. Use your clip lead to ground and find the point farthest down the column (closest to "ground") where connecting that clip lead makes the horn work. The next connection down will be the culprit. Note that there is a ground wire from the steering gearbox to the front axle mounts which bypasses the rubber mounts for the front axle beam.
