Yes, there were two different types of headlight assemblies: European-spec (bulb-type with separate headlight glass lens) and US-spec (with sealed beams).  And yes, the Euro-spec does come with a separate parking light bulb INSIDE the headlight assembly.  I have found two sets of these NOS for my two 1963 Notchbacks, and yes, they do look really cool!

As for their intended functionality (with Euro-spec headlights & in-line side marker lights as turn signals) when PARKING light switch only is enabled, the following comes on:
  -  parking lights inside headlights
  -  rear parking lights
When the HEADLIGHT switch is enabled, the parking lights inside the headlights GO OFF and the following comes on:
  -  front turn signal lights
  -  rear parking lights
Of course, if your front turn signal lights do not have dual filament arrangements, then things will be different, they will not light up with the headlights, and will only work with turn signals.

So, is short, Euro-spec parking light bulbs only come on with the parking light switch only and then go out when the headlights are enabled to increase visibility with the front turn signal lights.

Hope this is not too confusing.  It's a whole different story (electrically speaking) when you have bought Euro-spec units to replace your US-spec ones!  You basically have to rewire the units to your specs and preferences.
