I've also got a dual-carb '66. The first things to test are your 
electromagnetic cutoff jets. One or both is probably stuck open. (For 
those who aren't sure, they stick out of sides of the carbs, with wires 
running to the coil.) They are there exclusively to prevent the symptom 
you're experiencing (as well as collision fires) by cutting off fuel 
flow when the power is off. New EM jets are still available, or you can 
replace them with cheaper plain jets and live with a little occasional 
run-on.

Remove the gauge body from the dash. Carefully pry up two of the three 
tabs that hold the chrome bezel on the body, until you can just get it 
off. The silver spacer and the plexiglas will fall out, followed by the 
disc. Reglue and put it all back together.

=> the heater knob under the parking brake won't stay put.  

I had this problem too. Remove the plastic nut and washer from the 
heater control cover. Remove the cover. Under it you'll see a metal nut 
holding the control handles and spacers together. First clean out all 
the bits of crud that have found their way under there, then tighten 
this nut until your controls stay in place but not so much that they're 
hard to move. Replace the cover and enjoy happy heater life.
