re:steering wheel


The steering wheel being off to one side is more than likely due to a
half done alignment. When done properly, the front end is aligned to
spec by turning the tie-rods so that the wheels are aligned (toe-in)
Sometimes, this leaves the steering wheel canted to one side.  You can
either figure out where the center of your steering track is and remove
and replace the steering wheel to be in the center( lazy way) or get
under the car and turn both tie rods until the steering wheel is centerd
(proper way, but should be done on a lift, so as to keep the alignment) 
As for your horn, most likely caused by a bad ground somewhere in the
column.  First check the fuse box, then check voltage that is reaching
the horn withe ignition on. If there is voltage, then check all the
grounds in the steering column.  There is a ground at the horn itself,
at the shaft coupling (at the steering box) and under the steering wheel
assembly.  
  The turn signals not canceling on my car was cured by replacing the
turn signal switch ( available trough West Coast Metric, or Rocky
Mountain Motor Works) not cheap, and not easy to DIY as it involves the
cursed windshield wiper hoseline that is under pressure, but it can be
done.  There are two plastic "horns" with a small spring that contacts a
cam on the steering wheel underside, when the wheel returns to center
the cam pushes the contact out and the turn signal lever up or down. 
There didn't seem to be any other way for me to fix mine other then to
replace it.  A little investigation can get you started, good luck.
