I'll jump in here with Vanagon expertise. It may apply. I hope so. VW didn't change things willy-nilly. The odometer is driven off a separate drive gear than the speedo. The speedo has a magnetic disc at the end of the shaft. The speedo arm is attached to a metal cup and held back with a spring. As the magnetic disc turns it attracts the cup, thus turning the spedo needle. The odometer is gear driven and if the primary drive gears splits, moves on the shaft, the shaft moves, or the gear breaks, there goes your odometer. Check the primary drive gear. If it is broken, it can be salvaged with persistance and luck, depending on the number of pieces. String and glue works wonders. String to wrap around the base of the gear and glue to hold it in place. Epoxy carefully applied on the shaft will help a wandering gear. I don't have a trip odo in my '67, but on a '80 Vanagon, the primary drive gear breaks easily if the trip odo button is pushed in while the vehicle is moving. Been too long ago that I messed with my '67 Sqbk speedo to remember many details, bu I hope the Vanagon stuff helps. - Jeff '67 sqbk, '80 Westi > Okay all you odometer gurus out there.
