Its best to change the oil, adjust the valves (noting how and which are off) and try to start it (after using fresh gas and new fuel lines0 you'd be surprized how many start right up, my 65 Notch did and it had been sitting for 20 years. With it running you can get a better idea of compression, and condition, a dirty connector may have been the only problem and the engine may be good. an Oil press guage will give you condition of the lower end as well.
