For a 71...

Right lever: turns heat on and off in toto via valve in heat exchanger (on 
engine).  Double control wire, one for each side, actuated together.

Left lever: opens and closes outlets in back seat kick panel.  Double 
control wire, one for each side, actuated together.

Knobs on side panels open and close the respective front footwell outlets.
These operate a flap behind the outlet by way of a control wire that comes 
down from the knob.

Note that this means that if the right lever is not turned on (pulled up) 
the other control positions are irrelevant.

>From your description, I suspect you need to check your left main wire to 
the heat exchanger to make sure that it is still working.  Also, check the 
hoses to make sure that everything is in place.  Of course it is possible 
that the car is rusted out and your hot air is escaping before it gets to you.
