The CSI is grounded through a thermo-time switch, but its +12V comes from the starter. So you must have both "starter=on" *and* "temperature=cold" for it to engage, so to speak. This is true for the later "stock" CSI; I don't know about the retrofit model for the older cars. L-Jet has a similar CSI system. -Greg '71 squareback '63 Beetle
