CA smogging a 1970 Squareback

Subject: 1970 Squareback

My son has a stock Type III with a rebuilt engine that hasn't been able to
pass the new California smog laws.  The car runs great except I can't get it
to idle at a steady 800-850 RPM idle.  The idle goes up and down when warm
(750-950).  All injectors are new and hoses look good.  On any given day the
smog level can double plus I still have the idle problem.
Any suggestions?
