Do nothing to the top part with the "wool;" its best not to even turn this part upside down. Place it on a clean suface (newspaper) while you just clean out the oil from the bottom part and wipe out any gunk that has settled to the bottom of the old oil. Then fill to the line (that's about 1/2" deep, up to the little rim around the inside) with clean oil.
