Not sure what you're trying to say here, but if you mean that the wiper 
shaft is turning the brass bushing, then the only fix is to remove 
everything and pull the shaft/bushing apart.  They are starting to seize up 
and you won't be able to fix it properly from the outside.  Leaving it alone 
will eventually lead to destruction of the rubber parts, the brass bushing, 
and possibly the wiper frame and enlargement of the hole in the bodywork. 

Take it apart.  Lube it with any heavy petroleum grease.  Do NOT use 
silicone grease as it is not recommended for metal/metal lubrication (GREAT 
for metal/rubber and metal/plastic though.)

The rubber parts are either a rubber grommet or a pair of rubber washers, 
depending on the year.  Replacements of both styles are available.
