rocker panel - no such thing.

But these ARE all separate parts!  I realize that you can not just walk up 
to your car and unbolt one of them, but each of them entered the assembly 
line as an individual part.  The problem with the "rocker panel" is that it 
is just part of a much larger part, specifically the 363 809 029 BE that you 
mention above.

So, yes, VW does (did!) sell replacement rocker panels; they also just 
happened to include the whole side of the car including the entire door 
frame, and also all the other side window frames.  If I am reading the 
exploded view correctly, this is everything you see on one side of the car, 
after you remove the door and the rear fender, that is behind the front 
fender, and below the roofline.
